Changes to the constitution resulted in all three races in Fiji being represented by 5 members in the Legislative Council. For the Europeans and Indians, three of these members were elected and two nominated, whereas for the Fijians, the Governor chose five from a list of seven to ten provided by the Council of Chiefs
